Russ Berkoff
President / CEO
Russ is a senior executive with over 30 years of government and business experience in DoD, the Intelligence Community, and commercial sector, having led operational and strategic projects while building a reputation as an effective leader who knows how to “connect-the-dots” and build consensus to innovate. His experience includes a thorough understanding of organizational decision-making and administrating strategic change while developing corporate momentum and implementation success. He recently held the position of Vice President of Sales at Dell Services Federal Government, formally Perot Systems, covering the Intelligence Community and US Special Operation Command (USSOCOM).
Prior to joining Dell and Perot Systems, Russ served as Director, National Security and Intelligence Programs for SGT, Inc. where he built a new Intelligence Division, and expanded business to NSA, NRO, Joint Staff, DARPA and DISA. He previously served as Chief of Strategic Forecasting and Deputy Chief of Strategic Planning at the NSA, and conducted scenario development and strategic planning for the ODNI. He worked for Pricewaterhouse Coopers as a senior consultant after retiring as a senior US Army Special Forces Officer (Green Berets) with assignments at the Pentagon and with USSOCOM in several theaters.
Russ received a BS in Engineering from the United States Military Academy at West Point, a MS in Defense Analysis from the Naval Postgraduate School in Monterey, California, and an MS in Finance from Loyola University Maryland. Russ is a member of the Executive Council for the Jack Welch College of Business at Sacred Heart University.
Michael E. Anderson
CTO/Chief Scientist and Founder
As a skilled communicator with excellent oral and written presentation skills, Mike can quickly build a team consensus for rapid problem resolution. In his role as chief engineer/scientist with SPARTA Inc., he was instrumental in providing rapid technical assessments and feasibility reports for several organizations in the U.S.Intelligence community. These covered a broad spectrum of topics including radio frequency transmissions, telephony, encryption/security, data compression, embedded processor applications, distributed simulation, Internet protocols, and satellite communications techniques. Mike is a former chairman of the VxWorks Users Group and while at SPARTA developed a series of courseware designed to teach real-time, embedded systems programming to outside customers that focused on the VxWorks real-time environment. He is currently a member of International Who's Who in Entrepreneurs and co-patent holder on video data extraction techniques. Mike received a BA in Mathematics from the University of South Florida and an MS in Computer Science from George Mason University
Dean Thompson
COO / Director of Engineering and Founder
Dean has over 25 years technology experience with specialization in real time embedded software development, consulting, project management, technical sales and marketing. Prior to PTR Group, Dean held field positions where he marketed, sold and performed software-consulting assignments for various solutions. Dean was the responsible party for a successful field sales team that performed product presentations and demonstrations for Wind River Systems’ VxWorks™ Real Time operating System software. He also provided on-site consulting and training services on applying Wind River's technology and the diverse range of partner solutions to customer product development activities.
Prior to his involvement with Wind River Systems, Mr. Thompson led a team of engineers through the entire software/systems development effort for the ORBCOMM satellite communications system while at Orbital Sciences Corporation. This effort led to the successful launch of a constellation of ORBCOMM satellites to support the company's global communications system. Dean also spent 9 years with E-Systems Inc., where his primary activities included full life cycle software and system development and deployment of airborne reconnaissance, signal detection and recognition systems. Dean received a BS in Computer Science from the University of Pittsburgh and an MS in Software Systems Engineering from George Mason University.
Bill Brooks
Director of Engineering, Security and Intelligence Systems
Bill Brooks is Director of Engineering for The PTR Group and leads the Security and Intelligence Systems (SIS) group. He joined PTR in 2009, assuming responsibility for the day to day management and growth of the SIS group
An experienced engineer, Brooks has led hardware and software development teams, developed software for diverse applications in signal processing, cryptographic processing, networking, and industrial sensing, and integrated numerous systems using COTS hardware and custom software. Brooks has spent his technical career developing specific expertise in real-time signal processing and embedded systems.
Prior to joining PTR in 2009, Brooks held various technical staff and technical management positions at General Dynamics Advanced Information Systems, Ericsson, The Department of Defense, and several small system and software development companies.
Brooks studied Electrical Engineering at Mississippi State University and received a B.S. in Math from the University of Maryland in College Park.
